LISBON — In Columbiana County Municipal Court, a case against Matthew Ray Hormel, 40, East Martin Street, was bound over to the county grand jury for two third-degree felonies of possession of drugs and trafficking in drugs and misdemeanors of drug paraphernalia and marked lanes. During a traffic stop July 29 in East Palestine, Hormel allegedly possessed a digital scale, a methamphetamine pipe and three separate individual packages of suspected methamphetamine, with the amount over the bulk amount and being transported in a manner consistent with transportation for distribution.

A case against Robert R. Smith, 46, last known address Hammond School Road, Wellsville, was bound over to the county grand jury for a fifth-degree felony breaking and entering and misdemeanors of assault, criminal trespass and breaking and entering. Smith was accused of returning to the Hammond School Road property on April 24 after being evicted, kicking in the door and assaulting a person who was working inside the house.

A preliminary/pretrial hearing was set Aug. 14 for Justin Schneider, 32, Highland Avenue, Wellsville, charged with fifth-degree felonies of breaking and entering and possessing criminal tools and misdemeanors of drug paraphernalia and driving under suspension. On Aug. 4 in East Liverpool, Schneider and David Michael Kane were allegedly caught in the basement of a Mulberry Street building, with Schneider in possession of a burnt glass pipe in his pocket. Also found in the room was a duffle bag containing copper piping with bolt cutters and a camo backpack with screw drivers and a crow bar. The traffic charge stemmed from a traffic stop in June in East Liverpool.

A preliminary hearing was set Aug 14 for David Michael Kane, 38, West Ninth Street, East Liverpool, charged with fifth-degree felonies of breaking and entering and possessing criminal tools. On Aug. 4 in East Liverpool, Kane and Justin Schneider were allegedly was caught in the basement of a Mulberry Street building. Also found in the room was a duffle bag containing copper piping with bolt cutters and a camo backpack with screw drivers and a crow bar.

A preliminary/pretrial hearing was set Oct. 24 for James David Jones, 61, Akron, charged with third-degree felony tampering with evidence and misdemeanors of engaging in prostitution and possessing criminal tools for allegedly requesting sexual conduct from an undercover agent in exchange for $280 and drove to Salem for the meeting on Aug. 4. When uniformed officers approached, he allegedly began smashing his phone on the steering wheel of his Jeep.

A pretrial was set Aug. 17 for Rusty Ray Altman, 50, Cream Ridge Road, Lisbon, charged with aggravated menacing and criminal trespass for allegedly trespassing on a Cream Ridge Road, Lisbon property on Aug. 6 and threatening people with bodily harm and damaging their property. The victims were speaking with a deputy when Altman showed up and was told not to go on or near their property. He claimed he wanted his tools back and continued to go on the property, yelling at them.

Robert J. Sorokach Jr., 45, East 11th Street, Salem, was fined $150 and sentenced to 30 days in jail, with 28 days suspended and credit for two days served, for disorderly conduct, amended from domestic violence, for a domestic in Perry Township on Feb. 21 involving a juvenile.

A pretrial was set Nov. 7 for Steven Boyd Moore, 41, Ravenna, charged with engaging in prostitution, possessing criminal tools and drug paraphernalia for allegedly responding to an undercover ad on a known prostitution website and arranging to have sexual conduct with a female in exchange for $140 and arriving in East Palestine on Aug. 4 for the meeting. He allegedly had several methamphetamine pipes, suspected methamphetamine and a digital scale in his possession.

A pretrial was set Nov. 9 for Randel Hensinger, 59, Bellevue, charged with engaging in prostitution and possessing criminal tools for allegedly responding to an undercover ad on a known prostitution website and requesting sexual activity in exchange for $100 from an undercover agent. Hensinger allegedly arrived in East Palestine Aug 4 for the meeting.

A sentencing hearing was set Aug. 22 for John Bradley Gardiner, 55, Canton, who pleaded no contest to engaging in prostitution and possessing criminal tools for allegedly requesting sexual conduct from an undercover agent for a price of $100 and driving to Salem on July 18 for the meeting.

A pretrial was set Nov. 2 for Argelia Luis Garcia, 34, Cincinnati, charged with disorderly conduct for allegedly riding a bicycle intoxicated in the eastbound lane of U.S. Route 62 near Knox School Road in Knox Township on Aug. 4

A pretrial was set for Shantel Temple, 34, Randel Road, Hanoverton, charged with misuse of credit cards for allegedly using a stolen bank card to withdraw money from an ATM in St. Clair Township on May 20. The unauthorized transaction totaled $405.50. She was ordered to have no contact with the victim.

A pretrial was set Nov. 6 for Patrick L. Figley, 36, Cyland Avenue, East Palestine, charged with endangering children, operating a vehicle under the influence of alcohol or drugs and speeding. Figley was allegedly driving impaired with a child in the vehicle during a traffic stop on Aug. 6 in Salem Township.

A pretrial was set Nov. 7 for Brian Allen, 53, East Canton, charged with OVI first offense, driving under suspension, reasonable control, littering from vehicle and no seat belt.

Paul Manbeck, 35, Cadmus Street, East Liverpool, was fined $175 for use of unauthorized plate.

Diego Manuel Vilanova Conde, 21, Youngstown, was fined $300 for driving under suspension, littering from a motor vehicle and a stop sign violation.

David Zanes, 23, Rayland, was fined $150 for a tail light violation, amended from speeding.

Ronda Figley, 50, Newgarden Avenue, Salem, was fined $150 for driving under suspension.
